Short answer

Hail damage warrants full roof replacement rather than repair when the number of impacts per test square exceeds the carrier's threshold on multiple elevations, when the shingle mat is fractured rather than merely scuffed, or when the roof already carries two shingle layers and code requires a tear-off. Partial repair is appropriate for isolated damage on a single slope of an otherwise sound roof.

Repair or replace, honestly

Not every hail-struck roof needs replacing, and any contractor who tells you otherwise before getting on the roof is selling. The question is whether the shingle mat is fractured. Granules knocked loose off the surface are cosmetic and the shingle still does its job. A bruise, where the impact has cracked the fiberglass mat underneath, is a future leak with a countdown on it - the fracture opens through freeze-thaw cycling and UV exposure over the following two to five years. Enough bruises per square across enough elevations and the roof is functionally finished, and that is a replacement.

What a tear-off actually involves

We strip the existing material down to the decking. That is when the roof tells the truth: rotted sheathing around a chimney, a valley that has been leaking quietly for years, plank decking with gaps too wide for modern fasteners. We repair or replace what needs it and document it, because decking repair is a legitimate claim line item and it should be in the scope rather than sprung on you as a change order. Then the system goes back: ice and water shield in the valleys and along the eaves where code and climate require it, synthetic underlayment across the field, new starter course, new shingles, new ridge cap, and new pipe boots and vent flashings. Reusing old flashings on a new roof is a shortcut that leaks.

Ventilation is part of the job

A roof replacement is the only practical opportunity to fix a ventilation problem, and a great many Midwest homes have one. Insufficient intake at the soffit or inadequate exhaust at the ridge cooks the shingles from underneath and shortens the life of the roof you just paid for. We check the balance and correct it as part of the build rather than laying a new roof over an old problem.

Materials and the impact-resistant question

If your roof is being replaced on a covered hail claim, you are already paying for tear-off and labor. Upgrading to a Class 4 impact-resistant shingle at that moment costs only the material difference, and in high-hail markets like Kansas, Nebraska and the Dakotas several carriers offer a premium credit that recovers a meaningful share of it.
